Top 10 Commander Cards for TMNT

Sneak {1}{B} (You may cast this spell for {1}{B} if you also return an unblocked attacker you control to hand during the declare blockers step.)
Search your library for a card, put that card into your hand, then shuffle.

Spliinter’s Technique is a very interesting card, and for many decks, this is straight up a Demonic Tutor. Having this in addition to your other tutors is extremely strong, as tutoring is one of the best things you can do in magic. The condition you need to fulfill is quite simple, as attacking is so common in the format. This is going to be a Demonic Tutor] alternative for a ton of decks.

Commanders that would love to have this card:
Splinter, Radical Rat, Yuriko, the Tiger's Shadow and Noctis, Heir Apparent.

#9
Artifact Creature — Robot Ninja

Other artifact creatures you control get +1/+0.
{5}: Create a token that's a copy of another target artifact you control. That token gains haste. Sacrifice it at the beginning of the next end step.

Chrome Dome is an amazing card for any artifact deck, being able to copy artifact creatures is quite strong but since Chrome Dome allows us to copy any artifact we can do some extremely broken stuff and copying cards like Foundry Inspector to double our discount temporarily can allow us to be very explosive and with all of the ways artifacts decks produce a ton of mana five colorless is nothing, I think a lot of decks both creature focused and non-creature focused are going to want this.

Commanders that would love to have this card:
Memnarch, Mendicant Core, Guidelight and Urza, Lord High Artificer.

#8
Creature — Snake Spirit Avatar

Deathtouch
Whenever another creature you control dies, you gain life equal to its toughness.
Whenever you gain life, each opponent loses 1 life.

South Wind Avatar is a great card for any aristocrat strategy or a lifegain-focused deck. It’s well costed has deathtouch and both of its abilities help to keep our life total high if one of our creatures dies, and more importantly ping our opponents each time we gain one, which in some lifegain decks is often.

Commanders that would love to have this card:
Bilbo, Birthday Celebrant, Oloro, Ageless Ascetic and Doran, the Siege Tower.

Sneak {2}{R} (You may cast this spell for {2}{R} if you also return an unblocked attacker you control to hand during the declare blockers step.)
Each player may discard their hand and draw seven cards.

There are a ton of decks that want to play Wheel of Fortune effects, but with how expensive the wheel is, many decks strictly can’t run it. At the same time, Raphael's Technique is not Wheel of Fortune; its sneak ability is relatively easy for a deck to pull off, and being able to cast Wheel of Fortune effectively is pretty strong. A lot of spellslinger and wheel-focused decks will run this.

Commanders that would love to have this card:
Zuko, Firebending Master, Captain Howler, Sea Scourge and Iroh, Grand Lotus.

#6
Artifact — Equipment

Equipped creature gets +1/+0 for each artifact you control.
{4}{R}: Create a token that's a copy of this Equipment.
Equip {R}

Improvised Arsenal is a crazy piece of equipment for Voltron decks. Not only does it provide a huge buff similar to Cranial Plating, but for only five mana, we can make a token copy of it, and since it only costs one red to equip, we can make a ton of them and equip them for next to nothing. This is a Voltron powerhouse card.

Commanders that would love to have this card:
Jaws, Relentless Predator, Sokka and Suki and Cloud, Ex-SOLDIER.

#5
Legendary Artifact

Whenever a creature you control with a +1/+1 counter on it leaves the battlefield, create a Mutagen token for each +1/+1 counter on it. (A Mutagen token is an artifact with "{1}, {T}, Sacrifice this token: Put a +1/+1 counter on target creature. Activate only as a sorcery.")
{T}: Exile target card from a graveyard. Create a Mutagen token.

The Ooze is an awesome card that fits beautifully into a ton of different +1/+1 counter strategies and gives us a benefit for the creatures we control dying and can be a great way to help us build back up after a board wipe or a bad combat, while this card isn’t hugely impactful at all times when it is, its very strong.

Commanders that would love to have this card:
Jenova, Ancient Calamity, Omarthis, Ghostfire Initiate and Marchesa, the Black Rose.

#4

Choose up to four target creature cards in your graveyard that were put there from the battlefield this turn. Return them to the battlefield.

This is an awesome card! Continue? is a great option for white decks that historically don’t have a ton of options for recursion, and this is a great way to recover from removal or board wipe, white typically doesn’t get a ton of ways to bring their stuff back so being able to do it for only two mana is simply insane, a lot of nontoken white decks are going to love this.

Commanders that would love to have this card:
Teysa Karlov, Myrel, Shield of Argive and Jodah, the Unifier.

#3
Legendary Creature — Mutant Ninja Human

Menace
Whenever another permanent leaves the battlefield, put a +1/+1 counter on Super Shredder.

While Super Shredder can also be a commander, I think you are going to see a lot of them in the 99 of a ton of black decks. Super Shredder is a huge, punchy attacker that can grow quickly, and with the overall game plan of black, it can be a humongous attacker in just a few turns. I’ve already seen a ton of Super Shredder]s in the 99 at my LGS, and the set just came out!

Commanders that would love to have this card:
Sephiroth, Fabled SOLDIER, Jin Sakai, Ghost of Tsushima and Massacre Girl.

#2
Enchantment

Foods you control have "{T}, Sacrifice this artifact: Add one mana of any color."
At the beginning of your second main phase, create a Food token. (It's an artifact with "{2}, {T}, Sacrifice this token: You gain 3 life.")

Food is an archetype that already has quite a bit of support, and Ninja Pizza is just another amazing option! It not only allows you to turn your foods into mana but is a consistent source of food production on every one of your turns. All of this is bundled in a three mana card, and it is just so much value relative to the cost.

Commanders that would love to have this card:
Ygra, Eater of All, Rocco, Street Chef and The Cabbage Merchant.

#1
Enchantment

If one or more +1/+1 counters would be put on a creature you control, that many plus one +1/+1 counters are put on it instead.
At the beginning of your end step, draw a card if you control a creature with the greatest power among creatures on the battlefield.

+1/+1 counters are one of the most popular strategies within the format and with amazing cards like Ozolith, The Shattered Spire and Kami of Whispered Hopes there are a ton of great options and High Score provides an additional way to get more counters and more importantly often be a consistent source of supplemental card draw, card draw is something a lot of +1/+1 counter decks that aren’t playing blue can struggle with and this helps a ton.

Commanders that would love to have this card:
Skullbriar, the Walking Grave, Ms. Bumbleflower and Jenova, Ancient Calamity.

Thanks so much for reading to the end! TMNT is a bit of a controversial set, and while I don’t think it has a ton of amazing cards throughout the set, these ten are great examples of strong cards that fit into many decks and are gonna be seen in the format for years to come. All of these are strong and impactful in the 99.
